Sec. 94-52(b)(3) governs bulky waste, meaning items like furniture, washers, dryers and mattresses that exceed regular container service. Residents must notify the city in advance to arrange a special pickup, which carries no charge, before placing bulky items curbside separate from other solid waste; appliance doors should be secured beforehand to prevent a child from being trapped inside. A special pickup is defined narrowly as an individual piece of furniture, a washer/dryer set, a mattress/box spring set, or another individual appliance. Anyone who leaves more than that at curbside is charged $25.00 for each item exceeding the limit, or, if the pile requires the boom loader dump truck under subsection (7), a flat $100.00, $200.00 or $300.00 depending on load size.

Authorized commercial establishments and churches are excluded from the free special-pickup program entirely. Tires are handled separately: subsection (5) requires residents to notify Public Works before curbside placement, since tires cannot go out with the regular weekly collection but can instead be dropped off at the city's recycling center. Large mixed piles combining bulky waste, rubbish, construction debris and yard waste that cannot be separated fall under subsection (7) and are billed at the boom-truck rates rather than treated as a standard special pickup.
