Section 8-04-025(A) has the city's contracted residential refuse hauler furnish collection to all residents except those excluded under section 8-04-026, which covers commercial and industrial establishments, multi-unit buildings with eight or more units, and residents in a homeowners' association that runs its own group waste contract and keeps it active. Single-stream recycling containers are supplied by the hauler and, per subsection (A), can be used only for materials deemed recyclable. Subsection (B), the placement rule itself, requires residents to separate recyclables from other discarded material as the hauler directs and to place containers in the street in front of the residence, or in the adjacent alley, on the hauler's set schedule.

Bulk items not covered by routine collection must be arranged separately under section 8-04-027, either with the city's hauler, another city-licensed hauler, or by the resident directly. Subsection (C) makes clear neither the city nor its contractors have any obligation to collect refuse that is not in a proper container or not properly placed. Collection service fees are set by the city's hauler contract and billed under section 8-04-028, typically alongside water and sewer charges, with water service protected from disconnection even if the minimum refuse fee goes unpaid.
