Broomfield, CO Trash & Recycling: Valet Trash Rules (2026)

Chapter 15-16 of the Broomfield Municipal Code amends the 2024 International Fire Code as adopted for the City and County of Broomfield. Subsection 105.5.58, added by the city, states that valet trash and recycling services need an operational permit before they may operate anywhere in Broomfield, closing a gap the base IFC left open for door-to-door apartment pickup. Subsection 304.1.1 then narrows where the service can run: valet trash collection is only permitted in R-2 occupancies, meaning apartment and condominium buildings, and only when those buildings carry an automatic fire sprinkler system installed to IFC Section 903.3.1.1 or 903.3.1.2.

A single-family home, a townhome outside R-2 classification, or an unsprinklered apartment building cannot legally host the service under this code. Operators must also comply with Appendix O of the fire code as adopted, which sets the container, storage and collection-schedule standards fire inspectors check during a permit review. North Metro Fire Rescue District, which covers all of Broomfield, administers the operational permit and can inspect valet trash storage rooms and collection routes as part of its normal fire code enforcement. Because the requirement sits in the fire code rather than the business licensing title, an apartment complex, its management company, and its third-party valet trash contractor can each be named in an enforcement action if the permit is missing or the sprinkler condition is not met.

Appeals of a fire code official's denial or revocation of a valet trash operational permit go to the Broomfield Fire Chief under IFC Section 112.1, with further review available to the Board of Adjustment under Section 112.2.
