Under section 8-04-025(A), the city's contracted residential refuse hauler must furnish single-stream recycling containers to residents on the program, and those containers may hold only materials the city and its contracted hauler deem recyclable. Subsection (B) requires residents to separate recyclables from other discarded material as the hauler directs. On the building side, section 17-34-060(D) requires the recyclable-materials storage space in a new or significantly remodeled structure to be at least as large as the refuse storage space and sized to fit the containers the recyclables generated actually require; the city and county manager or a designee may grant an exception for existing buildings where matching that space would hurt required parking.

Subsection (E) requires storage and collection containers to be clearly labeled by material type and requires recycling areas to sit adjacent to refuse areas for convenient drop-off. Accountability runs through the hauler's license: section 8-04-070(C) requires each licensed hauler to submit an annual report to the Broomfield City and County Clerk by January 31, tracking tonnage of recyclable materials, by commodity or as mixed single-stream, alongside landfill, compostable, and construction and demolition material weights, filed through ReTRAC or another software the city and county manager designates.
