Kenner, LA Trash & Recycling: Bin Placement Rules (2026)

Kenner Code of Ordinances § 9½-4 governs how garbage and refuse must be stored on any property in the city. Under subsection (a), no owner, lessee, or agent of a public or private property may let garbage accumulate except inside containers that are tightly covered and built of material strong enough to stay watertight, resist corrosion, and keep out rodents and insects. Loose refuse also cannot sit inside a house, building, cellar, or outhouse long enough to create a nuisance or health hazard under subsection (b), and no one may throw or deposit refuse onto a walkway, thoroughfare, or public or private property under subsection (d).

The section defines 'refuse' broadly to include garbage, rubbish, ashes, and animal or vegetable waste from animal quarters, and defines 'garbage' as putrescible waste matter, in subsection (f). Collection vehicles used to haul garbage must themselves be watertight, easily cleaned, and covered except while loading or unloading, under subsection (c). The Department of Inspections and Code Enforcement is the enforcing agency for this section, working alongside the Department of Public Works, which separately administers Kenner's garbage collection fee structure under the neighboring Section 9½-5. Any owner, lessee, or agent who violates the container standard is guilty of a municipal offense under subsection (k), with each day of noncompliance treated as a distinct violation rather than a single continuing one, which lets the city stack fines against a property that leaves uncovered garbage out for an extended period.
