Code Sec. 12-3(c) requires garbage cans and carts placed at a curbside location easily accessible to Republic Services but never upon any street or sidewalk. The city directs residents to point the cart's arrows toward the street and keep it three feet from mailboxes, poles, parked cars, and other carts so the automated arm can grab it. Contents may not exceed the rim with the lid closed. Carts may go out no earlier than 7 p.m. the evening before and must be removed from the curb by 7 p.m. on the scheduled collection day. Store emptied carts out of sight between pickups.
Placing carts on the street or sidewalk, out too early, or leaving them at the curb past 7 p.m. on collection day violates Sec. 12-3(c) and draws code enforcement warnings and fines.
