Sec. 11-25 sets out what counts as an approved container. Every residential unit gets one parish-owned cart as part of mandatory collection service, with a second cart available for a user fee; the parish keeps ownership and replaces lost carts at the resident's cost, though a stolen cart is replaced free if the resident files a police report. Residents can also occasionally use their own container, provided it is durable metal or plastic, tapered, rust-resistant, watertight and leak-proof, easily cleanable, with a close-fitting, insect- and rodent-proof lid and handles, holding between ten and thirty-two gallons with a combined weight of container and contents not exceeding seventy-five pounds.

Single-use disposable bags are allowed too, as long as they are heavy-duty, meet National Sanitation Foundation Standard 21 for thermoplastic refuse containers, are protected against precipitation, vandalism, and animal damage, securely closed before set-out, and hold no more than fifty pounds. Sec. 11-27 governs where containers go: the owner or occupant has to place authorized waste at the public point of collection, curbside, readily accessible to collectors and presenting no hazard to the public, the collection crew, or their equipment. A resident without reasonable access to a public collection point who is current on user fees can apply to the solid waste administrator for a private point of collection, which requires the street owner's written consent for parish contractors to use the road and the street meeting the parish's minimum subdivision street standards. Waste placed in an underground container is not the parish's responsibility to collect.
