Section 11-31(a) of the parish's solid waste article prohibits any person, firm or corporation, individually or collectively, from throwing, dumping or otherwise disposing of solid waste on public or private premises anywhere in Terrebonne Parish, except through the collection and disposal methods the article itself authorizes. That reaches roadside dumping, dumping on vacant lots, and dumping on someone else's property alike; the parish does not need to prove intent to litter, only that the waste ended up somewhere other than an authorized container, collection point or permitted disposal facility.
