Sec. 11-22 makes participation in the parish's solid waste system mandatory: it is unlawful for the owner or occupant of a residential unit to have solid waste removed and disposed of by any means other than those the article provides, and the parish sets uniform fees and charges for the service. The same rule applies to commercial establishments. Disposal outside the approved system, dumping in a natural or artificial body of water, on a public water supply's watershed, within a half mile of a home or business, or on a highway, road, or alley not authorized for it, is barred.

The fact that a residence or business is occupied is treated as evidence that it is generating solid waste, and if waste piles up at a residential or commercial unit for more than seven days, that alone is prima facie evidence of a violation. When the parish finds an occupied property not receiving collection service, it notifies the responsible person by certified mail, hand delivery, or a posted notice, and gives forty-eight hours to remove the accumulated waste. If the violation is not fixed within that window, the parish can remove the waste itself and bill the cost to the person responsible.

A conviction is a misdemeanor: a fine of not more than one hundred dollars and not less than fifty dollars, up to thirty days in jail, or both, at the court's discretion, with each day the violation continues counted as a separate offense.
