Terrebonne Parish, LA Trash & Recycling: Dumpster Rules (2026)

Sec. 19-15 makes it unlawful for any person to place or maintain a solid waste bin or dumpster upon any sidewalk, street, servitude of public passage, roadway right-of-way, or other public property or right-of-way anywhere in the parish. The section defines a "solid waste bin/dumpster" as a waste storage container generally used with mechanical collection equipment and maintaining a permanent site on the premises, language that reaches the large commercial-style bins serviced by trucks rather than a resident's curbside trash can set out only on collection day.

Any violation is declared a public nuisance in its own right, independent of any other nuisance provision found elsewhere in the code, and a person who violates the section is guilty of a misdemeanor upon conviction. The ordinance does not set a specific fine amount within the section itself, leaving sentencing to the general misdemeanor penalty framework applied by the court. The provision was adopted by Ordinance No. 7423 on February 27, 2008, and sits within Chapter 19, Article I, alongside other general offense provisions such as the parish's excessive-noise and public-camping rules.

Because the ban covers "other public property" broadly, it extends beyond streets and sidewalks to any right-of-way or servitude the parish or state controls, which in a bayou parish crosscut by drainage servitudes and levee rights-of-way can include land well back from the paved roadway.
