Once a resident subscribes to curbside recycling, section 11-101(f) locks the receptacle down to that household: it's for the sole and exclusive use of the subscribed program participant, and using someone else's bin, or using your own bin for anything other than its intended purpose, is strictly prohibited. What counts as an acceptable recyclable deposit isn't fixed in the ordinance itself; the solid waste department prescribes it, and failing to follow the department's program rules can get a participant temporarily or permanently disqualified at the department's sole discretion, section 11-101(f)'s only stated consequence.

Outside the curbside service area, section 11-102 sets up community recycling bins that anyone can use for free, located wherever the solid waste department decides will reach the most residents. Subsection (c) requires those bins to be clearly marked with the most common permissible and prohibited deposits, and it draws a hard line on misuse: dropping in prohibited material, or leaving bags, boxes or other containers outside the bin rather than in it, counts as littering. 00 plus four hours of court-approved community service in a litter-abatement program, rather than anything specific to the recycling program itself.
