Subdivision 3.I addresses the roll-off containers residents use for bulk cleanouts, remodeling debris, or large-item disposal: a single-family dwelling may have only one roll-off container for solid waste or construction debris on the property at any given time, and it cannot stay longer than ninety days unless the City Manager or a designee approves a longer stay in writing beforehand. Subdivision 3.J then controls where the container sits. It must go on a hard-surfaced driveway whenever that is feasible. If the container has to be placed on a grassed or landscaped surface instead, that placement must follow the Permit conditions approved under City Code Section 6.03, and once the container is removed, the property owner has sixty days to stabilize the disturbed ground, by seeding if the removal happens before September 15, or by sodding, mulching, or another City-approved method, unless the City Manager or a designee agrees in writing to a different arrangement.

Together, the two subdivisions mean a resident clearing out a house or finishing a construction project can keep one roll-off on site for up to three months, but only on a hard surface unless a permit says otherwise, and with a firm deadline to repair the lawn once the container leaves.
