Subdivision 3 of Section 9.34, titled Dumping on Public Property, lists the prohibited materials by name: nails, dirt, glass or glassware, cans, discarded cloth or clothing, metal scraps, garbage, leaves, grass or tree limbs, paper or paper products, shreds or rubbish, and oil, grease, or other petroleum products, and separately bars emptying any water containing salt or other injurious chemical onto public property. The subdivision then adds a construction-specific rule: placing or storing building materials or waste resulting from building construction or demolition on public property is itself a violation unless the person has first obtained a written permit from the Council, a higher bar than the City Manager-level permit that covers ordinary obstructions under Subdivision 1.

Because dumping is grouped with obstructions in the same section, the general provisions that follow apply to it too: Subdivision 5 makes each day a dumped pile or stored construction waste remains a separate, independently chargeable offense, and Subdivision 6 lets the Council require insurance or a bond as a condition of any permit it grants, based on the danger the activity poses to people or property. Absent a specific stated penalty, a violation of the dumping ban is punishable as a misdemeanor under the Chapter 9 general penalty clause, Section 9.99, and the City handles enforcement through Public Works and the Police Department as part of its broader public-property protection scheme.
