Subdivision 3.A sets the baseline placement rule: storage containers for single-family dwellings, multi-family dwellings, and commercial establishments must sit at least twenty feet from the property line, and any container stored within a front yard must be screened from the public street with an opaque fence or coniferous landscape material. The subdivision also resolves the corner-lot question directly, treating a corner lot as having two front yards, so the screening duty can apply on two sides of the property rather than one. Subdivision 3.B then governs the collection-day window: containers for solid waste, recyclable materials, or yard waste may be moved to the curb no earlier than twenty-four hours before the scheduled pickup, and must be pulled back off the curb within twenty-four hours after pickup.

A container left at the curb outside that combined window is out of compliance even if it is otherwise properly stored the rest of the week. Subdivision 3.C through 3.G add container-type rules layered on top of placement: single-family storage must use five- to one-hundred-gallon metal or plastic containers with tight-fitting covers, kept clean and sanitary, while multi-family and commercial properties may substitute dumpsters or roll-off containers with tight-fitting covers for the same one-week storage period.
