LEMC § 8.16.140 covers refuse that exceeds the standard container and bundling limits set elsewhere in the chapter, meaning anything heavier than the 65-pound container cap in § 8.16.100 or bundles over 40 pounds and four feet long under § 8.16.080. Rather than setting such material at the curb for a normal route, the resident applies to the City agent, who may schedule a special collection at its discretion and can assess a separate special collection charge for the extra service. Certain waste categories are excluded from any regular or special residential collection and must instead be handled under dedicated procedures: § 8.16.150 requires wearing apparel, bedding or other refuse from homes or facilities with highly infectious or contagious disease to be removed under the direction of the Health Officer rather than placed in containers, and § 8.16.160 requires highly inflammable, explosive or radioactive refuse to be removed under Fire Department supervision at the owner's expense.

Dead animals found on public property are handled separately under § 8.16.180, with the City agent removing the carcass to a location set by the Health Officer. If a property has an unresolved chapter violation, § 8.16.190 lets the City agent refuse any collection, including special collection, until the violation tagged on the container is corrected.
