Lake Elsinore, CA Trash & Recycling: Recycling Rules (2026)

Under LEMC § 8.16.330, single-family generators in Lake Elsinore must subscribe to the city's organic waste collection service, placing green-container organic waste (including food waste) separately from blue-container recyclables and gray-container trash; the city can review a household's container sizes and require adjustments, and generators may instead reduce waste on site or use a community composting site under 14 CCR § 18984.9(c). Section 8.16.340 requires commercial waste generators to recycle: a business must either subscribe to a basic recycling service through the city's authorized franchisee or arrange to donate or sell recyclable materials at no cost, documenting donation or sale records for the City Engineer on request.

Property owners or managers of multifamily buildings may require tenants to source-separate their recyclables, and tenants must comply. Businesses generating two or more cubic yards of solid waste weekly must further separate organics under § 8.16.350. City inspectors may examine collection containers, vehicle loads and processing facilities to confirm compliance under § 8.16.430, though they may not enter the interior of a private residence. The city can grant de minimis or physical-space waivers from organics requirements on written application, renewable every five years, and can permit every-other-week collection of blue or gray containers under § 8.16.380(C).

Enforcement runs through the Enforcement Official under § 8.16.440, which folds administrative citations into Chapter 1.20 LEMC procedures, with civil actions in California courts available for unpaid citations.
