Lake Elsinore, CA Trash & Recycling: Bin Placement Rules (2026)

LEMC § 8.16.110 fixes where a container goes: on the curb in front of the premises generating the refuse, or, for alley-adjoining lots, at the side of the alley nearest the property, unless the City agent designates another location to expedite pickup. The section separately bars placing a container, or any loose refuse, in a public street or alley outside of that authorized spot. Containers must also meet the size and weight standards in §§ 8.16.090 and 8.16.100: garbage containers hold 10 to 30 gallons and other refuse containers may not exceed 65 pounds when full, unless the City agent waives the limit for covered bins.

Owners, tenants and lessees are responsible for supervising their containers under § 8.16.130 and must notify the City agent if a scheduled pickup is missed. If a property is in violation of the chapter, § 8.16.190 lets the City agent refuse collection and instead attach a tag to the container explaining the reason, citing the code section or rule involved. The City agent is also liable for container damage it directly causes, but any claim must be filed within 30 days under § 8.16.135. These placement rules apply on top of the mandatory citywide collection service required by § 8.16.250 for essentially every residence and business in the City.
