Container placement in Lake Elsinore is set by LEMC Chapter 8.16. Placing carts in the public street or alley off-schedule, setting out before 6 p.m. the night before, or leaving emptied carts out beyond 12 hours violates LEMC 8.16.110-8.16.120 and may be addressed as a nuisance.
