LEMC § 8.16.330 requires single-family organic waste generators to subscribe to the City's organic waste collection service and lets the City review container size and number to make sure capacity matches actual waste. Residents must place source-separated green container organic waste, including food waste, in the green container; source-separated recyclables in the blue container; and everything else in the gray container, and may not cross-contaminate by putting gray-container waste into the green or blue bins. Generators may alternatively reduce waste, compost on site, or use a community composting site under 14 CCR § 18984.9(c).

Section 8.16.340 imposes a parallel duty on commercial waste generators, who must either subscribe to the City's franchised recycling service or independently arrange fee-free donation or sale of source-separated recyclables, documenting the activity to the City Engineer on request; property managers of multifamily buildings may require tenants to source-separate accordingly. A related mandate in § 8.16.350 requires businesses generating two or more cubic yards of solid waste weekly to also arrange organics recycling. Enforcement runs through § 8.16.440: the City monitored compliance through an education period that ran through December 31, 2023, and since January 1, 2024 has been authorized to document noncompliance, issue a notice of violation, and pursue civil penalties for continued violations of the recycling mandate.
