Section 8.08.090 of the Casa Grande Municipal Code sets minimum collection frequencies rather than maximums, so the City can collect more often but never less. Garbage-only service and refuse mixed with garbage must each be collected no less than twice weekly under subsections A and B. Rubbish alone, meaning refuse other than garbage such as tin cans, bottles, ashes, paper, cardboard, or yard trimmings, must go out no less than once weekly, or more frequently if needed to prevent a nuisance, subject to inspection by the public works director or an authorized representative under subsection C.

Section 8.08.100.A ties that twice-weekly garbage schedule to the fee side: monthly residential collection rates in the City Consolidated Fee Schedule are built around two collections each week using ninety gallon or three hundred gallon plastic containers. Billing runs on a monthly cycle under § 8.08.160, with statements issued by approximately the fifth day of the month for the service period, and users may prepay quarterly, semi-annually, or annually while remaining responsible for any rate increase enacted during a prepaid period.
