Casa Grande Municipal Code Chapter 8.08 places the container burden on commercial and industrial property owners rather than the City. Under § 8.08.080.C, any new or existing commercial or industrial facility owner must purchase and maintain its own refuse container, subject to standards the public works director approves; if the owner fails to keep the container in line with those guidelines, the director can have it serviced and bill the owner for the cost. Non-residential rates for six and eight cubic yard front-load and roll-on/roll-off containers, whether loose or compacted, are set in the City Consolidated Fee Schedule under § 8.08.100.B, and non-residential brush truck service is billed separately by loose refuse volume.

Section 8.08.100.I limits City-owned front-load and roll-on/roll-off containers to short-term or project rentals for contractors and non-residential users; anyone with an ongoing need for a dumpster must lease or buy one from a private hauler instead of relying on the City's fleet. Lost or damaged containers trigger a replacement fee under § 8.08.100.J covering the actual replacement cost plus delivery, waived only for reasonable wear and tear, and loads hauled to the Landfill must be tarped or fully enclosed under § 8.08.100.K or the public works director assesses a failure-to-cover fee from the Consolidated Fee Schedule.
