All residents and occupants of residential units in the town shall be required to have all accumulations of garbage and trash removed and disposed of by the collector not less than twice per seven (7) calendar days and for such service shall pay to the collector such fees and charges as agreed to between the town and collector. Waste collection fees shall be chargeable on new residential units immediately upon occupancy.(b)Commercial, industrial, office and all other uses. All occupants of premises used for commercial, industrial, office and all other nonresidential uses shall be required to have accumulations of garbage removed and disposed of by the collector not less than twice per seven (7) calendar days and for such service shall pay to the collector such fees and charges as agreed to between the occupants and the collector. Waste collection fees shall be chargeable on all new uses upon issuance of a certificate of occupancy, and on existing establishments at the time of the payment of business tax fees to the town. The actual producers or owners of commercial trash or the owners of premises upon which trash is accumulated may collect and dispose of such trash not included in the definition of garbage, but shall use a vehicle provided with a tight cover so as to prevent trash from being blown, dropped or spilled from such vehicles owned and operated by the owner or his employees and disposed of at a garbage disposal site.
