Flagstaff, AZ Trash & Recycling: Collection Schedule (2026)

Section 7-04-001-0005 declares that all solid waste generated or accumulated in the City shall be collected under the supervision of the Director of Public Works or a designee, and, except where the chapter expressly provides otherwise, that waste may be removed, collected, or disposed of only by the City or by a company the City has licensed for that purpose. Section 7-04-001-0006 puts the Director in charge of proposing regulations covering the days of collection, the type and location of solid waste containers, and other collection, conveyance, and disposal matters, with any regulation or modification taking effect only after the City Manager approves it and the City Council authorizes it by resolution.

The same section requires the Director to include projected costs, proposed revenue, and fee structure in the City's annual budget, and requires a materials management plan for any new nonresidential or multifamily development, or any expansion adding 25% or more to floor area, seating capacity, or dwelling units, reviewed and approved by the Director as part of the site plan process. Failing to perform a duty this chapter imposes is itself unlawful under Section 7-04-001-0004, enforceable administratively or by criminal complaint.
