Eagan, MN Trash & Recycling: Dumpster Rules (2026)

Eagan City Code § 10.01, Subd. 2(E) governs how construction and demolition debris has to be contained on any premises: it is unlawful to store that debris except in a proper container or enclosure, and the code names two options, a roll-off or dumpster-like container, or a temporary wire or other constructed enclosure. If a builder chooses the wire-enclosure option, the enclosure cannot exceed 160 square feet in total area, and no single side may run longer than 20 feet; it cannot exceed five feet in height; it has to stay maintained and in good repair rather than collapsed; it cannot remain on an individual lot or parcel for more than six months during any twelve-month period; it cannot be used to store anything other than construction or demolition debris; and the debris piled inside cannot rise more than three feet above the top of the enclosure.

The section separately requires those containers and enclosures to be labeled with the owner's name and phone number on the construction site itself, so inspectors and neighbors can identify who placed it. These size and time limits apply on top of the general one-week storage cap that governs ordinary household refuse under Subd. 2(A), and Subd. 2(H) treats noncompliant debris storage as a public nuisance subject to abatement.
