Glen Cove, NY Trash & Recycling: Illegal Dumping (2026)

Section 235-12 is a flat prohibition: no one may bring garbage, refuse or decaying matter of any kind, unburnables, trash or landfill material into the City, and no one may maintain a private or public dump within the limits of the City where that material could be deposited, except as otherwise allowed elsewhere in Part 1. It targets both the act of hauling waste into Glen Cove from outside and the act of operating a dumping site inside it. Section 235-13 supplies the penalty structure for that prohibition and for Part 1 generally: a first conviction draws a fine of $1,000 to $2,000 or up to 15 days in jail, or both; a second conviction for the same offense within five years of the first jumps to $2,000-$3,500 or up to 15 days, or both; and a third conviction within five years of the second reaches $3,500-$5,000 or up to 15 days, or both.

Liability is not limited to the person who physically dumped the material: the code separately reaches the owner or owners of any building or premises, any lessee, tenant, builder, contractor, subcontractor or agent employed in connection therewith, and anyone who assisted in the commission of the violation, each treated as guilty of a separate offense. Enforcement runs through the Building Department Administrator, who issues the written notices of violation that trigger these penalties.
