Chapter 235's collection article covers everyone: § 235-20 states that the rules apply to every person owning property, residing, or doing business within the limits of the City of Glen Cove, so there is no residential-only or commercial-only carve-out. Day-to-day authority sits with the Director of Public Works under § 235-21, who supervises collection and disposal and can add or modify regulations as the public interest requires, as long as they don't contradict the article itself. Anyone who generates prohibited material is responsible for its transport and disposal themselves, subject to whatever rules the Director of Public Works sets.
