Gretna, LA Trash & Recycling: Illegal Dumping (2026)

Section 48-3(b) of the Gretna Code of Ordinances places the dumping ban on both private premises and public places at once: no person may place, deposit, or allow anyone else to place or deposit garbage, litter, refuse, trash or other objectionable waste on any premises except in the manner the solid waste chapter spells out, meaning through the containers and collection rules set in §§ 48-6 and 48-7. Section 48-3(a) puts the underlying duty on the owner or occupant of the property, whether landlord or tenant, to keep those premises in a sanitary condition, so a property owner cannot escape responsibility for waste dumped there by pointing to a tenant.

Section 48-5 extends the same concern to vehicles that scatter mud, dirt or sticky substances onto a street or public place from their wheels or tires while moving through the city. Because littering and illegal dumping are treated as ongoing offenses affecting public places and private premises alike, code enforcement or a police officer can cite the responsible party regardless of whether the waste turned up on someone else's lot or in the street.
