Gretna, LA Trash & Recycling: Recycling Rules (2026)

The City of Gretna runs curbside recycling through a joint local services agreement between Jefferson Parish and an authorized recycling contractor, defined in § 48-34 as the person under contract to collect recyclable waste material at designated collection locations. Section 48-37 makes recyclable material city property the moment a resident places it in a recycling bin at a designated site, and bars anyone the city has not authorized from collecting, picking up, or arranging to pick up those materials once they are set out. the evening before a scheduled recycling pickup, only the authorized recycling contractor can remove recyclable material or the bins themselves from a designated location, and the ordinance treats every unauthorized removal from every location as its own separate offense, so a scavenger working several curbs in one night faces multiple counts.

Section 48-39 separately bans any unauthorized use of the recycling bins, which the city owns under § 48-37. The department of public works director and designees enforce this article under § 48-35, in addition to police officers' existing authority, and § 48-36 lets the authorized recycling contractor itself bring a civil action against a violator on top of whatever the city pursues. Section 48-40 clarifies the limit of the rule: it only reaches material actually put out for collection as waste, so a resident is free to sell or donate recyclable items instead of setting them at the curb.
