Bossier City, LA Animal Ordinances: Mandatory Spay/Neuter (2026)

Bossier City has no blanket spay-or-neuter mandate for all dogs and cats; the requirement is triggered by repeat impoundment. Section 14-103, which sets the Animal Control Division's fee schedule, states that once an animal has been impounded for the third time, the owner must surrender the animal to the ACD unless the owner elects to have it spayed or neutered in lieu of surrender. A fourth impoundment removes that choice entirely: the animal is surrendered to the ACD outright. An owner facing surrender may request a ten-day period to file an appeal, and the animal stays impounded at the ACD until the Bossier City Council hears and decides that appeal.

The financial track running alongside this rule is steep: redemption fees climb from $25.00/$50.00 (altered/unaltered) on a first impoundment to $50.00/$75.00 on a second and $100.00/$150.00 on a third, all within two years of the first, on top of a $10.00 daily boarding fee. When an owner does choose sterilization to keep the animal, the ACD's own adoption-fee schedule prices dog spay or neuter at $80.00 and cat spay or neuter at $70.00, each including a rabies vaccine voucher. The rule applies to any dog or cat repeatedly impounded, whether for running at large, lacking vaccination, or another chapter 14 violation, and functions as Bossier City's practical substitute for a general mandatory-alteration ordinance.
