Bossier City, LA Animal Ordinances: Pet Limits (2026)

Section 14-66(9) of the Bossier City Code makes it unlawful for an occupant or owner of a dwelling to keep more than four dogs outdoors on the premises, with an exception for a litter of pups kept for no more than five months from birth and for establishments that lawfully keep dogs for breeding, sale, sporting purposes, or boarding. An owner who exceeds four outdoor dogs may apply to the supervisor of the Bossier City Animal Control Division for a non-commercial kennel permit, paying a $50.00 fee.

The supervisor grants the permit only if the property has adequate space to house the dogs, the extra dogs create no health risk to humans or other animals on the premises, the dogs do not degrade the environment for neighboring residences, every animal on the property is currently vaccinated, the enclosure carries an adequate tick and flea program treated by a licensed commercial pesticide applicator, the applicant complies with the rest of chapter 14, and no legitimate complaints have come in from adjacent residences or the surrounding neighborhood.

If the supervisor denies the permit, the owner has ten days to appeal to the Bossier City Council. Section 14-66(10) draws a different line for indoor dogs: there is no numeric limit unless the dogs create a nuisance, in which case the supervisor may apply the same four-dog cap used outdoors. Section 14-66(4) separately requires any confined outdoor dog's enclosure to provide a minimum of 64 square feet per animal, and bans tethering as a substitute for a proper enclosure.
