Bossier City, LA Animal Ordinances: Pet Store Rules (2026)

Section 14-61 defines a pet shop as any person or establishment selling animals bred by others or by a commercial breeder, as owner, agent, or on consignment, to the general public at retail, and groups pet shops with kennels, grooming shops, K-9 or guard dog training operations, and commercial breeders and dealers under the umbrella term commercial animal handling establishment. Section 14-62 requires every such establishment to hold a permit from the mayor or a designee before operating, so a pet shop can sell dogs and cats, the ordinance does not ban that, but only after it is permitted.

Getting the permit means filing an application with a physical inspection report from the city Animal Control Division confirming code compliance, plus a $50.00 fee paid to the property tax and license department for the calendar year, on top of any occupational license. Once permitted, the shop must follow the ordinance's minimum-standards tables covering cage size by species and weight, temperature, feeding frequency, water access, and daily cleaning, and ACD can inspect the premises and sales records at any time.

Section 14-62(4)(k) draws a hard line on inventory: no permit holder may keep or offer for sale any wild or exotic species of land animal, reptile, or bird, and the code names felines other than domestic cats, simians such as monkeys, apes, and chimpanzees, opossums, skunks, raccoons, and poisonous or constrictor snakes as examples. That prohibition, not a dog-or-cat sales ban, is the ordinance's real restriction on what a Bossier City pet shop can stock.
