Bossier City, LA Animal Ordinances: Pet Groomer Rules (2026)

Section 14-61 defines a grooming shop as any commercial establishment where animals are bathed, clipped, plucked, or otherwise groomed, and folds it into the broader category of commercial animal handling establishments alongside kennels, K-9 or guard dog training operations, commercial breeders and dealers, and pet shops. Section 14-62 makes it unlawful for any such establishment, veterinary hospitals and humane organizations excepted, to operate in the city without a permit.

The permit runs on a calendar-year basis. An applicant files with the city Animal Control Division on prescribed forms, and the application must be accompanied by a physical inspection report from an ACD representative confirming full code compliance, plus a $50.00 permit fee submitted to the property tax and license department, on top of any separate occupational license fee. Renewal applications, with a fresh inspection and fee, are due by the last workday of the calendar year. The mayor or a designee decides whether to approve or deny each application.

Once permitted, a grooming shop must meet detailed minimum standards spelled out in the ordinance's tables: fresh water available at all times in cleanable, tip-proof containers, healthful cage temperatures, nonporous metal or plastic cages sized to the animal under the code's square-footage tables, feeding at least three times daily for animals under three months, daily cleaning including weekends and holidays, and a ban on keeping animals in darkness during daylight hours. ACD representatives can inspect the premises and records at any time to confirm compliance, and a written report goes into the ACD file with a copy to the permit holder.
