Mount Prospect, IL Building Safety: Plumbing Permits (2026)

Section 21.203 of the Mount Prospect Village Code makes it unlawful to proceed with erection, construction, alteration, repair, removal, demolition or excavation, or to make any change in plumbing, heating or electrical piping, air conditioning or appurtenance, before the proper permits have been obtained from the department of community development. Plumbing work starts with a permit application to that department.

Section 21.203B sets the clock on every building permit. Construction has to start within sixty (60) days after issuance and be carried to completion within one year. If operations are not started within sixty days, or if work stops for a period of thirty (30) days, the permit automatically expires and the permit fee and the proceeds of all the bonds are forfeited to the village under section 21.323. If the owner shows good cause, the director of community development or a duly authorized agent can reinstate the permit with a further payment of an additional permit fee. An applicant must also obtain the permit within thirty (30) days after written notice of approval, or the application is voided. The village manager can issue a permit with an expiration date beyond one year, but never longer than two (2) years.

Fees are handled in a separate section. Section 21.305 says the fees for the installation, alteration or extension of a plumbing system are set out in appendix A, division II of the Code, while fees for new water mains, water main extensions and water services are described in chapter 15, article VIII. Section 21.317 adds a reinspection fee, paid by the general contractor listed on the permit, when a second or subsequent inspection is needed for the same code deficiency.

The technical standard is the Illinois State Plumbing Code, 77 Illinois Administrative Code 890, adopted in its entirety by section 21.105 with local amendments. Those amendments require vaults for flood control systems to be a minimum of 60 inches in diameter, a full size cleanout on the street side of the vault, and ASME/ANSI listed backwater valve assemblies. Where a building has plumbing fixtures below grade, the sewer runs overhead and the fixtures drain to an approved sanitary ejector pit. Alterations or remodeling of existing basement plumbing with gravity sewers require an overhead installation connecting the ejector pump discharge into the soil stack at a height of seven feet (7') above the floor. New plumbing fixtures and irrigation controllers must bear the WaterSense label when labeled fixtures are available.
