Fixed industrial and commercial noise sources - machinery, pumps, fans, compressors, generators, and air conditioners - must meet the LNMC Section 6-6-5 standards at residential property. Special provisions cover A/C equipment and racing venues.
LNMC Section 6-6-2 defines a fixed noise source to include industrial and commercial machinery, pumps, fans, compressors, generators, air conditioners, and refrigeration equipment. Such sources must not cause noise exceeding the residential exterior limits in Section 6-6-5 (55 dB(A) day / 50 dB(A) night) at any other residential property, with a 5 dB(A) reduction for tonal or impact character. Section 6-6-9 gave older air-conditioning equipment installed before the ordinance a temporary +8 dB(A) allowance during a five-year phase-in. Noise near schools, hospitals, and churches has added protection under Section 6-6-8. Operators unable to comply may seek a variance from the noise variance board (Sections 6-6-12, 6-6-13) for a $75 fee. Laguna Niguel is largely residential with limited heavy industry.
Fixed-source noise over the Section 6-6-5 limits is a misdemeanor under Section 6-6-15, enforced by police (Section 6-6-11). Operators may apply for a variance (Section 6-6-12) for $75.
