Unlike neighboring Laguna Beach, Laguna Niguel's municipal code does not ban gas or electric leaf blowers. Instead, leaf blowers and other yard tools fall under the property-maintenance exemption in LNMC Section 6-6-7(9): noise from maintenance of real property is exempt provided it occurs 7 a.m.-8 p.m. any day except Sunday or a federal holiday, and 9 a.m.-8 p.m. on Sunday or a federal holiday. Outside those hours the noise must meet the Section 6-6-5 limits. Statewide, California's AB 1346 phases out sales of new gas-powered small off-road engines (including leaf blowers), but that is a state sales rule, not a Laguna Niguel use ordinance. A resident petition to ban gas blowers exists, but no city ban has been verified.
