Kokomo, IN Parking Rules: Abandoned Vehicles (2026)

Kokomo Code of Ordinances § 73.01 defines an abandoned vehicle broadly: one located illegally on public property, one left on public property for 72 hours without moving at least 100 feet, one obstructing pedestrian or vehicular traffic, one left on private property without the property owner's consent for more than 48 hours, one stripped of its engine, transmission, or differential and left on public property, or one at least three model years old, mechanically inoperable, and visible from public property for more than 20 days.

Vehicle parts meeting the same criteria are treated the same way. Under § 73.07, an officer who finds a suspected abandoned vehicle must attach a prominent notice tag stating the date and officer's name, that the vehicle is considered abandoned, that it will be removed after 72 hours, and that the owner is responsible for all removal, storage, and disposal costs unless the vehicle is moved within that 72-hour window. If the vehicle stays past the deadline, § 73.08 requires a written report on its condition and photographs, and § 73.09 splits disposition on value: vehicles the officer values under $500 go straight to an automobile scrap yard, while vehicles valued at $500 or more are towed to a storage area after a reasonable effort to identify the owner.

The city adopts Indiana's abandoned-vehicle statute, I.C. § 9-22-1, to supplement these procedures, and the Police Department and City Building Inspectors both have enforcement authority under § 73.03.
