Kokomo, IN Parking Rules: EV Charging (2026)

Kokomo Code of Ordinances § 72.12 restricts parking spaces designated for electric-vehicle charging to vehicles capable of being charged by the equipment at that space, and only while the vehicle is actually engaged in the charging process. A gas-powered or already-fully-charged vehicle parked in the space without charging is in violation, regardless of whether an EV charging space is otherwise open. Section 72.13 sets the fee for using a city-owned charging station at a flat $1.50 per hour for the first four hours, rising to $3.00 per hour after the fourth hour, which discourages drivers from treating a charging space as long-term parking once the battery tops off.

Both sections were added together by Ordinance 7141, passed June 10, 2024, making Kokomo's EV rules among the newest additions to Chapter 72. Enforcement follows the same Traffic Division process as other parking rules: a citation can be written by the Kokomo Police Department, and under § 72.99(H) a violation of § 72.12 carries its own fine separate from the general $15 parking penalty that applies elsewhere in the chapter. The section applies specifically to city-owned charging infrastructure; it does not regulate privately owned charging stations at businesses or apartment complexes, which set their own access and payment rules.

The EV charging rules sit at the end of Chapter 72's general parking provisions, immediately before the metered-parking and fire-lane subchapters, and the $100 fine under division (H) is more than six times the standard parking penalty, reflecting the city's decision to keep charging infrastructure available for vehicles that need it.
