Chapter 76 of the Kokomo Code of Ordinances lets the Board of Public Works and Safety designate, by regulation, streets that are heavily traveled and necessary thoroughfares as snow routes, which the city then signs accordingly under Section 76.02(A). Section 76.01 defines snow broadly to include snow, sleet, hail, ice, and freezing rain, and puts the Mayor, or the Mayor's designee, in the role of Snow Removal Coordinator. Whenever the Coordinator judges that actual or expected precipitation will create hazardous street conditions for vehicles or pedestrians, Section 76.02(B) authorizes a declared snow removal condition, publicized immediately through a press release to local radio, television, and news outlets.

Once that condition is declared, Section 76.02(C) bans parking on any designated snow route, and any vehicle parked, stalled, incapable of moving under its own power, or left unattended on a snow route can be impounded. The Coordinator can lift the restriction on any route or portion of a route, by the same public-notice method, once weather or street conditions warrant it, and the condition otherwise stays in force until the Coordinator declares it over. Section 76.03 lists the routes by street name and the stretch each covers, among them Apperson Way, Washington Street, Main Street, Sycamore Street, Union Street, and Markland Avenue, spanning city-limit to city-limit segments on the busiest corridors.

Section 76.99 sets the penalty at a fine of not more than $20, on top of whatever charges the city incurs impounding the vehicle, so an owner recovering a towed car pays both the fine and the tow and storage costs.
