Kokomo, IN Parking Rules: Loading Zones (2026)

Kokomo Code of Ordinances § 72.02(A) limits any stop in a marked loading zone to the expeditious loading, unloading, delivery, or pickup of materials, and sets a hard 15-minute ceiling regardless of purpose. Section 72.02(B) lets a delivery vehicle back into the curb to load or unload only if its owner holds a backing permit issued by the Traffic Commission; the permit must be in the driver's possession or on the vehicle when it backs against the curb, and violating any permit term is unlawful for both owner and driver.

Passenger loading zones, governed by § 72.03, cap a stop at three minutes for boarding or alighting passengers only. Parking in an alley is limited to loading or unloading under § 72.04. To create a new loading zone, § 72.08 requires an application to the Traffic Commission describing the proposed location and the reasons it is needed; the Commission hears interested parties at its regular monthly meeting, then forwards its written recommendation to the City Clerk, who places it on the Common Council's agenda. The Common Council must adopt the zone, its location, and its hours of restriction by ordinance, and after the Mayor's approval and publication, the Traffic Commission installs the signs and markings.

Outside marked fire lanes, § 72.46 separately lets a business use the area next to its loading dock or rear service entrance for delivery trucks and customer pickups of bulky merchandise, provided the customer's driver stays with the vehicle during loading.
