Kokomo, IN Parking Rules: Driveway Rules (2026)

Kokomo Code of Ordinances § 72.11 requires that vehicles and trailers be parked on a hard surface, including but not limited to concrete, asphalt, or gravel. The section bars operating or parking any vehicle or trailer on any portion of a residential-district lot other than on a drive or an approved parking area, so parking on bare lawn or dirt is not allowed even temporarily. It separately bars driving a vehicle over the curb instead of through a curb cut when entering or leaving a residential lot, protecting curbs and the parkway strip from vehicle damage.

The rule was added by Ordinance 6720, passed May 13, 2013, the same ordinance that tightened § 72.09's obstruction and RV rules, and the three sections are enforced together by the Kokomo Police Department. A yard-parking violation carries the standard parking penalty schedule in § 72.99 rather than a separate fine structure, so a homeowner cited for parking on grass faces the same process as any other parking ticket: payment at the Traffic Division, a written admission, and a waived court hearing. Because § 72.11 is keyed to residential districts, it does not reach commercial or industrially zoned lots, where surface requirements instead run through the zoning and property-maintenance chapters rather than this parking chapter.
