Moorpark considers vehicles stored on public streets for more than 72 hours as potentially abandoned. Inoperative vehicles on private property that are visible from the public right-of-way also violate property maintenance standards under MMC Section 8.48.020(I). Under city parking regulations, vehicles that have not been moved from the same location on a public street for 72 consecutive hours may be reported as abandoned. Code Compliance coordinates with the Ventura County Sheriff's Department to investigate and process abandoned vehicles. On private property, MMC Section 8.48.020(I) prohibits storage of inoperative vehicles in front yards, unscreened side yards, or any area visible from the public right-of-way. Vehicles must be fully operative to be parked on a driveway or adjacent paved area. Vehicles on blocks, without plates, or in obvious disrepair visible from the street are subject to citation. The city may authorize towing of abandoned vehicles after proper notice.
