Beaumont, CA Parking Rules: EV Charging (2026)

Chapter 15.48 of the Beaumont Municipal Code, adopted by the Beaumont City Council as Ord. No. 1089 on August 15, 2017, creates a streamlined permit process for electric vehicle charging stations, following Government Code section 65850.7. It applies to all charging stations in the City. A station legally established or permitted before the ordinance took effect needs a new permit only if physical modifications materially change its size, type or components.

A charging station under § 15.48.030 is any level of electric vehicle supply equipment station designed and built in compliance with Article 625 of the California Electrical Code that delivers electricity from a source outside the vehicle into a plug-in electric vehicle. Under § 15.48.040, every station must meet health and safety standards imposed by the state, the City, the local Fire Department and the utility provider, plus the safety and performance standards of the California Electrical Code, the Society of Automotive Engineers, the National Electrical Manufacturers Association, and testing laboratories such as Underwriters Laboratories.

The Building and Safety Division must adopt a checklist of requirements for expedited review and can draw on the Plug-In Electric Vehicle Infrastructure Permitting Checklist and the Zero-Emissions Vehicles in California: Community Readiness Guidebook from the Governor's Office of Planning and Research. All documents must be posted on the City website, electronic submittal through the City's computer based plan review software must be offered, and electronic signatures are accepted.

Where an application meets the checklist and there are no specific, adverse impacts, the Building and Safety Division completes the nondiscretionary building permit approval. If the Building Official finds on substantial evidence a possible specific, adverse impact, written findings are required and the applicant can be sent to a conditional use permit under Section 17.02.100. That decision becomes final unless appealed to the Planning Commission. Any condition must mitigate the impact at the lowest possible cost. Permit approval does not authorize a grid connection, which the public utility governs. Fees are set by City Council resolution under § 15.48.070.
