Torrance Ordinance No. 3686 established comprehensive regulations for oversized vehicle and trailer parking. An oversized vehicle is defined as any vehicle or combination of vehicles exceeding 20 feet in length, 7 feet in width, or 8 feet in height (excluding pickup trucks and SUVs under 25 feet long and 82 inches tall).
Residents who own oversized vehicles or trailers must register them with the Community Development Department, providing proof of residency (California Driver License, utility bill, and vehicle registration) and paying a one-time $25 registration fee. An adhesive sticker is issued for each registered vehicle to be placed on the left rear bumper. The sticker is not transferable. Residents can then pre-purchase daily paperless parking permits for temporary street parking, limited to 3 consecutive days per use. A maximum of 96 permits per year is allowed, with no more than 24 days in any 90-day period.
TMC Section 92.32.6 strictly prohibits parking of recreational vehicles, campers, boats, cars, or other mobile equipment on grass, dirt, or other landscaped areas surrounding a house. TMC Section 92.5.12 prohibits using recreational vehicles as permanent housing but allows short stays with a permit. Driveway parking is acceptable provided it does not block sidewalks or the public right-of-way.
