Caldwell, ID Public Conduct: Public Urination (2026)

Subsection (1)(O) of Caldwell City Code section 08-01-27 lists excreting human waste among the ten forms of disorderly conduct banned citywide. The text prohibits excreting any form of human waste, including urine or feces, upon the ground, into a body of water, or upon anything attached or setting upon said surfaces within the city of Caldwell, Canyon County, Idaho, with a single carve-out for toilet facilities used as receptacles for human waste. The provision was added by Ordinance 2759, passed August 18, 2008, and sits inside the broader disorderly conduct section that also bars lewd conduct, fighting, unreasonable noise, begging, possession of burglary tools, unauthorized occupancy of vehicles or buildings, public intoxication that endangers others, and window-peering with intent to invade privacy.

Because the ban is written into the city's disorderly conduct chapter rather than a standalone sanitation ordinance, an officer responding to a public-urination complaint downtown, along the Boise River greenbelt, or at a city park charges the same section 08-01-27 used for the other listed acts. The rule applies only inside Caldwell's corporate limits; conduct on unincorporated Canyon County land is governed by the county's own code, not this city section.
