Section 12.16(m)(1) bars any platform from facilitating or conducting a booking transaction for a short-term rental in Kenner without first obtaining and maintaining a short-term rental platform permit, and subsection (2) sets the annual fee for that permit at ten thousand dollars ($10,000.00). The permit application under subsection (3) requires the platform's name, address, proof of good standing with the Louisiana Secretary of State, and the contact information for local agents authorized to accept service of process and to address code violations. Subsection (5) makes the platform responsible for collecting and remitting applicable sales and use taxes and the city's occupancy fee on every booking transaction.
