Kenner, LA Short-Term Rentals: Host Presence Rule (2026)

Section 12.16(b)(2) of Kenner's Unified Development Code confirms that the operator of a short-term rental 'is not required to be present during the duration of the transient guest's visit,' so an owner can rent out a property while living elsewhere or being out of town. In exchange for that flexibility, the section requires a designated local responsible party for every short-term rental. Where the operator is absent from the premises, that local contact has an affirmative duty to respond to a complaint concerning the short-term rental from either a guest or a neighbor, and, if necessary, to physically appear on the premises to address the problem.

The contact information for the licensee and the designated local responsible party also has to appear in a brochure kept in a conspicuous location inside the rental at all times under subsection (a)(2), along with neighborhood-specific information covering parking, noise, trash rules, the trash collection schedule, and a fire evacuation route. This structure lets the Department of Inspections and Code Enforcement and neighbors reach a real person quickly when an issue comes up at a rental whose owner or operator is not on site, without forcing an absentee owner to stay at the property in person during every guest stay.
