Political signs are prohibited within the street right-of-way, including median islands, tract-entry planters, treewells, and parkways, may not be attached to traffic-control signs or utility poles, nor posted on any city-owned building or land. Consistent with the First Amendment, LEMC 17.196.080 provides that noncommercial signs, including political signs, are allowed wherever a commercial sign is allowed, and the city cannot review their content. The off-site advertising ban in LEMC 17.196.100 expressly does not apply to political signs, keeping the rules content-neutral.
Political signs posted in the public right-of-way, on city property, or left up beyond seven days after the election may be removed by the city. Enforcement is by Lake Elsinore Code Enforcement under LEMC Chapter 1.16.
