Coon Rapids, MN Trash & Recycling: Bin Placement Rules (2026)

Section 8-206 of the Code of Ordinances, 'Location of Containers and Yard Waste,' governs where a Coon Rapids household keeps its solid-waste, recycling, and yard-waste containers between pickups and how it sets them out for collection. Under Section 8-206(1), the outside storage location for residential containers cannot be closer to the street than the home's existing front yard setback, keeping carts out of view from the curb between collection days. Commercial containers get a separate rule: Section 8-206(2) requires their location and screening to be approved in advance by the City under the land-use standards in Title 11 of the Code.

On set-out day, Section 8-206(4) fixes a narrow window: residents may move their solid-waste, recycling, and yard-waste containers to the curb, driveway apron, or boulevard behind the curb no sooner than 4:00 p.m. the day before collection, and the containers, once emptied, must go back to their approved storage spot no later than midnight on the day of pickup. Licensed haulers share that duty; after servicing a container, the hauler must move the emptied container off the traveled roadway rather than leaving it in the street.

The containers themselves must also meet the water-tight, pest-proof standard in Section 8-205, and the Director may condemn and tag any container that falls into disrepair. Because Chapter 8-200 (Ordinance No. 2313, adopted September 17, 2024) does not set a distinct penalty for a placement violation, a resident who leaves containers out early or fails to return them defaults to the general misdemeanor penalty in Section 8-225, with each day of a continuing violation treated as its own offense.
