Coon Rapids, MN Trash & Recycling: Pickup Rules & Schedules (2026)

Section 8-216 of the Code of Ordinances sets the baseline collection schedule for the City of Coon Rapids. Mixed municipal solid waste must be picked up at least once a week from every residential household, while recycling runs on a minimum every-other-week cycle and yard waste follows whatever schedule the resident's licensed hauler sets, so long as recycling and yard waste go out the same day as trash under Section 8-216(1). Businesses get twice-weekly service at minimum, and multi-unit buildings with centralized collection must provide at least 0.05 cubic yards of weekly recycling capacity per unit under Section 8-216(2).

The hours restriction in Section 8-216(3) applies to any collection activity, residential or commercial, within 750 feet of a residential structure: trucks may only work between 6:30 a.m. and 8:30 p.m., Monday through Saturday, and the City can waive that window only on its own finding that an emergency exists. Coon Rapids caps the number of licensed residential haulers at three under Section 8-209, with the Public Works Director (the 'Director' throughout Chapter 8-200) administering licenses, receiving tonnage reports, and fielding hauler-violation notices under Sections 8-219 and 8-220.

A hauler cited for missing the collection-hours window faces a $500 administrative penalty per occurrence under Section 8-224(1)(c), appealable to a hearing officer and then the City Council within ten days. Residents whose trash is not collected on schedule should contact their licensed hauler directly, since the ordinance places the collection duty on the hauler under contract with the City, not on City crews. The current chapter was enacted by Ordinance No. 2313 on September 17, 2024, replacing the prior waste ordinance in full.
