Section 8-216 of Chapter 8-200 sets the minimum frequency and the hours licensed haulers must follow. Residential households get mixed municipal solid waste collected at least weekly, recycling collected at least every other week, and yard waste on whatever schedule the hauler sets, but recycling and yard waste must be picked up on the same day of the week as the trash. Businesses get more frequent service: at least twice a week for solid waste and recyclables. Multi-unit residential buildings with centralized collection have a capacity-based standard instead of a simple frequency: recycling service must provide at least 0.05 cubic yards of capacity per dwelling unit per week, or an equivalent, while solid waste must be collected as often as necessary to protect public health and at least once a week.

Section 8-216(3) then limits when collection can happen: any collection within residential areas, and any collection from multi-unit buildings or businesses whose containers sit within 750 feet of a residential structure, must occur between 6:30 a.m. and 8:30 p.m., Monday through Saturday, unless the City waives the limit for an emergency. Section 8-206 adds a placement rule that dovetails with the schedule: containers can go out no earlier than 4:00 p.m. the day before collection and must be back in storage by midnight on collection day.
