Section 8-203 of Chapter 8-200, Waste Collection and Recycling, is written broadly: it bans depositing garbage, rubbish, the body of a dead animal or any portion of one, or other waste or recyclable materials on any public highway, street, alley, public waters or ice, or public lands, and it extends the same ban to private land or water when the owner has not consented. That last clause matters because it covers the common illegal-dumping scenario of leaving debris or bagged waste on a neighbor's or a landowner's vacant lot rather than only City property.

The chapter's general penalty section, 8-225, makes a violation of any provision in Chapter 8-200, including Section 8-203, a misdemeanor unless the Code states otherwise for that specific section, and it treats every day a violation continues as a separate offense, so a pile left in place for a week can generate more than one countable violation. Section 8-225 sits alongside a narrower administrative penalty schedule at Section 8-224 that targets licensed haulers specifically, for lapses such as failing to clean up a spill within six hours of notice, at $500.00 per occurrence, but that schedule does not reach a private individual's illegal dumping, which is prosecuted as the Section 8-225 misdemeanor instead.
